A 52-year-old man has been charged with second-degree murder in the 2017 death of Benjamin Loka Lokeny, who was found badly injured near a Halifax intersection and later died in hospital.

Halifax Regional Police said Monday they arrested Troy Edward William Clayton, 52, on Friday in Halifax. He is scheduled to appear in Halifax provincial court Monday to face a charge of second-degree murder.

"We hope that the charges announced today bring some measure of comfort to Benjamin's loved ones and the Sudanese community in Halifax," Supt. Jim Perrin told reporters at a news conference.

Troy Edward William Clayton pleaded guilty to manslaughter in February of 2021 and sentenced to six years in prison. He got out on parole in 2023 and was killed on November 26, 2025.

"We are in the early stages of the investigation and, at this time, do not have information to share regarding a possible motive," Halifax Regional Police spokesman Const. Martin Cromwell said in an email in response to a question about whether investigators think Clayton's death had anything to do with Lokeny's killing.

Halifax police "are looking for anyone who may have dashcam footage from Gottingen Street, between Charles Street and Uniacke Street, from 11 a.m. to 11:15 a.m. on Wednesday November 26, to contact police. Those with video or information are asked to call police at 902-490-5020," said the statement.

Police won't say how Clayton died. "We are also in the midst of collecting witness statements, so we are not ready to release further details about how Mr. Clayton was killed," Cromwell said.

According to the January 2023 decision granting Clayton full parole, he punched Lokeny "once in the face. (Lokeny) fell backwards and hit his head on the sidewalk; (Clayton) then walked away from the scene."

Lokeny died from his injuries a month later. His cause of death: blunt force trauma to the head.

Benjamin Lokeny Death In Halifax Ruled a Homicide

Halifax, Nova Scotia — The Government of the Province of Nova Scotia is offering a reward in the amount of up to $150,000 for information leading to the arrest and conviction of the person(s) responsible for the homicide of Benjamin Loka Lokeny.

On July 20, 2017, members of the Halifax Regional Police responded to a report of a male who was laying on the ground at the corner of Buddy Daye and Gottingen Streets, Halifax. When officers arrived, they located Benjamin Lokeny unconscious on the ground.

The investigation determined that Benjamin Lokeny, 51, was the victim of a serious assault, he was taken to the QE11 hospital where he remained in a coma until August 28th, 2017, when he died in hospital. The medical examiner later determined the cause of death was a homicide.

Investigators believe there are persons who have information they have not offered to the police that could result in arrests and possible charges.

Any person with information regarding the person(s) responsible for the homicide of Mr. Benjamin Lokeny should call the Rewards for Major Unsolved Crimes Program at 1-888-710-9090.

The reward is payable in Canadian funds and will be apportioned as deemed just by the Minister of Justice for the Province of Nova Scotia. Employees of law enforcement and correctional agencies are not eligible to collect this reward.
